Training
Effective immediately, the Maritime
Administration’s Virtual Office of Acquisition will cease acceptance
of applications for renewal or approval of new courses under the
MARAD/USCG MTSA 109 maritime security voluntary course approval
program. This decision will remain in effect pending a final
decision concerning funding.
Any submissions
in process will be completed.

Maritime
Security Courses that were previously certified by the Maritime
Administration may be extended during the timeframe that the
contract is not in place on our Virtual Office of Acquisition’s
website.
To request an
extension submit the course title and expiration date for the
course(s) to
Sheila.brown@dot.gov.
We will send to
you a letter of extension for the current contract with your
assurance that you will submit the course renewals on our VOA
website once the Maritime Administration notifies you that
applications under a new contract are being accepted. Note: The
cost of certification or renewal will NOT be borne in total by the
government. Seventy-five percent of the cost will be paid by the
training provider.
Those who
submit courses for renewal while a contract is NOT in place will be
issued a letter extending the course approval. The extension will
be for four months. Once your course is renewed under the Maritime
Administration’s new contract, a certificate indicating approval
will be sent and dated to coincide with the original expiration
date.
This process
will ensure that the Coast Guard accepts the course certificate
under MTSA Section 109, once the courses become mandatory. The date
that the courses will be mandatory has not been determined, and it
could be several months, if not a year or longer.
